Boy Killed by Foster Father

This week, it has been reported that 39-year-old Joseph Charles Todd Dunn stands accused of beating 20 month-year-old Russell Chapman.  On October 10th, Chapman died due to the injuries he sustained while at Dunn's home.

Police from Henry County immediately began investigating the boy's injuries and issued warrants this week charging Dunn, who was the boy's foster father, with felony murder. 

According to the Department of Family and Children Services, Chapman and his 3-year-old brother had been placed in foster care with Dunn in June via a private adoption agency called Families First.

It is said that Dunn and his wife had plans to adopt the two boys, but police began investigating the foster home on September 27th.

Social workers had called the police department when Russell was admitted into a local hospital after suffering "traumatic injuries".  It is reported that Russell had to spend two weeks in the hospital before he succumbed to his injuries.

Sgt. Renee Swanson told news sources, "All I can say is that he died of injuries caused by traumatic abuse."  Shortly after Russell's death, his brother was removed from the foster home.
