Kentucky Pastor Plans to Ordain Registered Sex Offender

A recent news article on Courier-Journal.com reported that a Kentucky pastor at the City of Refuge Worship Center plans to ordain a sex offender.

Mark Edward Hourigan, 41, is a registered sex offender.  According to the Kentucky State Police Sex Offender Registry, Hourigan was convicted of two counts of first degree sexual abuse of an 11 year old. 

Randy Meadows, the pastor involved in ordaining Hourigan, said that Hourigan would not be alone with children.

The leader of the local branch of the Survivors Network of those Abused by Priests (SNAP) believes that putting Hourigan in such a position will endanger children.
